Qualification: John received his law degree in 1981 and is past President of the Northern Illinois University College of Law Alumni Council. He is admitted to practice in Illinois and before the United States District Courts for the Northern and Eastern Districts of Illinois, United States Court of Appeals for the Seventh Circuit, United States Court of Appeals for the Federal Circuit, and the United States Supreme Court. John has served as a Special Assistant Attorney General of the State of Illinois and as a Special Assistant State’s Attorney of Cook and Will Counties.
John concentrates his practice in the areas of municipal law, eminent domain, healthcare and litigation. He has served as Regional Counsel of the Illinois Department of Mental Health and Developmental Disabilities and as Director of the Legal Advocacy Service and General Counsel of the Illinois Guardianship and Advocacy Commission for 18 years. Mr. Lower has been a featured speaker at various healthcare trainings.
Among his recent accomplishments, John:
- Obtained a $9.0 million settlement for an individual wrongly convicted of a felony crime who was exonerated by DNA evidence;
- Represented the State of Illinois successfully against actions brought by the United States Government to decertify state facilities from participation in Medicaid/Medicare reimbursement program, and credited with preventing the loss of $20 million per year in federal participation monies to the State;
- Successfully defended the Illinois Department of Transportation from claims for damages due to a taking by eminent domain rights.
